（觀傳媒雲嘉南新聞）【記者蘇榮泉／雲林報導】非洲豬瘟疫情威脅持續升高，雲林縣長張麗善30日於議會接受議員廖偉晴質詢時再次強調，中央政府應展現「全面杜絕非洲豬瘟」的決心，明確禁止廚餘進入養豬場，避免僅占全國約8%的廚餘養豬戶成為全台防疫破口。她呼籲中央同步推動「一縣市一廚餘資源化處理廠」政策，讓廚餘再利用、化為肥料，轉危機為產業升級與環境永續的契機。
張麗善指出，目前全台約有46萬頭豬隻以廚餘作為飼料，雖僅占全台豬隻總數約8%，卻足以威脅2300萬人的防疫安全及養豬產業穩定。她語氣堅定表示：「防疫政策不該被46萬頭吃廚餘的豬綁架！」並呼籲中央應痛定思痛，從源頭徹底杜絕疫情風險，以明確政策保障整體產業安全。
張麗善強調，雲林縣身為全國最大養豬縣，早已嚴格執行防疫措施，自107年起全面禁止廚餘進入養豬場，並建立完善的防疫體系。然而此次非洲豬瘟對雲林造成巨大衝擊，若中央遲不採取全面禁廚餘養豬的措施，養豬業者恐將長期陷於恐懼與不安，產業發展前景堪憂。
她指出，中央雖已加強邊境管制與旅客檢疫，但源頭管理才是最根本的防線。唯有明確禁止廚餘養豬，才能真正防止非洲豬瘟入侵，確保養豬產業穩定與民眾食品安全。
張麗善進一步建議，中央應以前瞻思維推動廚餘資源化處理，建立「一縣市一廚餘資源化處理廠」制度，讓廚餘轉化為友善土地的有機肥料，不僅能妥善去化廚餘、減少化學肥料使用，更可達到「環保、經濟、永續」三贏的政策成效。
她語重心長指出，台灣歷經數十年努力才脫離口蹄疫陰影，若中央未能從源頭禁止廚餘養豬，防疫網勢必再度出現破口，不僅豬農將陷入恐懼，更可能讓多年防疫成果付諸東流，重創養豬產業與國家形象。
張麗善最後呼籲中央政府正本清源，儘速宣佈全面禁止廚餘養豬，從制度面杜絕風險，保障養豬產業安全與消費者信心。她強調，這不僅是正確的防疫措施，更能展現台灣的防疫決心，提升國際信譽，讓台灣豬肉重新走向世界舞台。
