花蓮縣警局與台中地方檢察署，為淨化當前治安環境，展現打擊黑幫決心，由縣警局刑事警察大隊及新城警分局等，共同執行掃蕩工作。縣警局表示，檢肅瓦解涉嫌利用假幣商、車手行騙全台，以黃嫌、吳嫌等人為首的詐欺犯罪集團。共計拘提、搜索犯嫌8人，查扣手機6支、筆電2臺、點鈔機1臺、汽車1輛等犯罪工具，不法所得約新台幣52萬6900元，藉以嚇阻及壓制幫派從事不法活動氣燄。
縣警局表示，專案小組調查，黃嫌等人的犯罪集團，結合境外話務機房，以投資虛擬貨幣，創造未來美麗人生等話術，坑殺被害人。先由境外話務機房，引導被害人購買虛擬貨幣投資，再指示被害人，向由黃嫌及吳嫌為首所組成的幣商車手，以團購方式購買虛擬貨幣。
警方表示，黃嫌及吳嫌等人，指派羅嫌等擔任假幣商車手，以交易虛擬貨幣手法，攜帶電子錢包及點鈔機，再以面交方式賣虛擬貨幣給被害人，收取大筆現金。境外話務機房，則再指示被害人將購得的虛擬貨幣，投入假投資交易平台，隨即將虛擬貨幣，層層轉匯回詐欺集團掌控的電子錢包，以迅速轉匯、金流斷點方式，隱匿犯罪所得來源及去向，犯罪手法宛如「行動洗錢機」。
縣警局表示，專案小組數月綿密蒐證，埋伏跟監，順利逮捕黃嫌等8人到案。全案依組織犯罪防制條例、詐欺、洗錢防制法等罪嫌，移送台中地方檢察署偵辦。羅姓集團成員等3嫌，經檢察官訊後認犯罪情節重大，向法院聲請羈押禁見獲准。
縣警察局長陳百祿呼籲，花蓮屬觀光大縣，首重治安平穩，不容許任何不法黑道幫派，侵害人民生命財產安全。警方將持續實施打詐掃蕩專案勤務，強化查緝各類犯罪，穩定縣內治安。也將針對任何不法案件，積極深入追查幕後不良幫派、組織，刨根溯源，斬斷金流，瓦解犯罪集團。
