財團法人黃烈火社會福利基金會秉持創辦人黃烈火先生「美好人生、祥和社會」之崇高理念，長期深耕「關懷幼兒、培育青年、維護老人尊嚴」之社會使命。基金會與桃園市社會局之夥伴關係基礎深厚，於113至114年度，由基金會執行長謝玉琳領銜，與桃園「守護家庭小衛星」計畫合作，共同提供桃園弱勢兒少課後家庭照顧服務，成為桃園兒少及家庭社區支持網絡的關鍵力量，有效延伸服務觸角，守護脆弱家庭之健全成長。
今（115）年度，基金會更持續這份大愛，捐助411萬元至「桃園市政府社會局社會救助金專戶」。社會局長陳寶民於日前率同仁前往基金會中壢辦公室，受到謝玉琳、主任江淑亞及副主任莊茗雲的熱誠接待。陳寶民代表市長頒發感謝牌，以此表彰基金會全體團隊對桃園社福體系的卓越貢獻。
此筆善款將精準挹注於四大專業領航領域。包含兒少權益保障，支應安置兒少及弱勢家庭交通費，確保受助權利不因地域受阻；弱勢醫療照護，強化老人及身障保護個案之醫療與照顧資源，維護生命尊嚴；性別暴力防治，提供性侵害、性騷擾及跟蹤騷擾被害人生活與社會支持，重建生命希望；提升專業執行效能，補助保護性社工非上班時間出勤交通費，強化專業人員處理緊急個案之即時性，使服務輸送更臻完善。
交流過程中，陳寶民特別贈予基金會團隊社福公仔「小光」。小光是一隻在黑暗中指引方向的螢火蟲，象徵著社福同仁們，如同星火般共同點亮社會安全網。透過此次公私協力的深度結盟，桃園市將持續建構更具專業厚度與人文溫度的幸福城市，讓公益服務精神在桃園土地綿延不息。
