（觀傳媒宜蘭新聞）【記者陳俊傑/宜蘭報導】鳳凰颱風與東北季風共伴效應帶來驚人雨量，蘇澳鎮每小時雨量超過120豪米，造成蘇澳鎮內多處淹水，羅東鎮、五結鄉、冬山鄉等地亦有淹水災情，宜蘭縣政府11日晚上6點提昇災害應變中心為一級開設。代理縣長林茂盛立即派遣消防、警察及軍方投入救災及疏散撤離。
因蘇澳鎮淹水範圍廣泛，淹水深度及腰以上，救災人車不易接近，經統計消防具總共投入72車138人次，經持續努力冒險救災，截至晚上10點30分為止總共救援27人、撤離112人。
由於雨量仍持續降下，代理縣長林茂盛呼籲民眾非必要不要外出，如家中淹水，請優先往高處避難，如無法垂直撤離，可撥打一一九及零三九三一一二九四災害應變中心電話外，也可透過一九九九為民服務專線轉報，並務必配合鄉鎮市公所、村里長、警察、消防人員指示，前往臨時避難處所。
